No, the SOF file for Intel Agilex® 7 devices is not compatible between Intel® Quartus® Prime Pro Edition Software version 21.1 and version 21.2. You cannot use a SOF file generated in Intel® Quartus® Prime Pro Edition Software version 21.1 in Intel® Quartus® Programmer version 21.2 or to generate any bitstream in Intel® Quartus® Prime Pro Edition Software version 21.2 and vice versa.
Resolution
You will need to regenerate the SOF in the Intel® Quartus® Prime Pro Edition Software version 21.2 if you want to program using Intel® Quartus® Programmer version 21.2 or to generate any bitstream in Intel® Quartus® Prime Pro Edition Software version 21.2.
