No, if an Intel® Stratix® 10 device is initially configured with a corrupted core image over Configuration via Protolcol (CvP) then a subsequent configuration attempt with a good core image will be seen to fail.
Resolution
To recover from the configuration failure, power cycle the Intel Stratix 10 device and then configure it with a good core image.
This problem is planned to be fixed in a future release of the Intel Quartus® Prime Pro software.
