Why do I see configuration failure in my Intel® Arria® 10 or Intel® Cyclone® GX device when using Chip ID IP core?

Environment

    Intel® Quartus® Prime Pro Edition
    Partial Reconfiguration Controller Intel® Arria® 10 Cyclone® 10 FPGA IP
    Chip ID Intel® Stratix® 10 FPGA IP
    JTAG UART Intel® FPGA IP
BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description
Due to a problem with Intel Quartus® software, you may have a configuration failure if your design has Chip ID IP core.

When this occurs you may see the following behavior:
  • JTAG does not respond unless you power cycle the device
  • nStatus signal stays low and does not return to a high value

Resolution

To work around this problem, hold Chip ID IP core in reset when using JTAG and doing device reconfiguration.
