Yes, the IBIS models for Intel® Stratix® 10 HPS and SDM I/O pins cannot be generated when using Intel Quartus® Prime Pro software version 17.1.1.
Resolution
To get IBIS models for SDM and HPS I/O pins of Stratix 10 devices, you may refer to stratix10-v1p4.zip. This file is also available on the Intel FPGA website from the Additional Resource link below.
This known problem is scheduled to be fixed in a later release of Quartus Prime Software.
