    Description

    Due to problem in the Quartus® Prime Pro Edition Software version 18.1 and earlier, you may see this internal error when running each of the fitter phases separately in a design with more than 250 encrypted IPs.

    Resolution

    To work around this problem run the fitter phases in a single step with the following command:

    quartus_fit <design name>
