What is the output voltage swing for power consumption?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description When computing power consumption, you must know the power consumed at the I/O pin, i.e., the voltage swing. Typically, the voltage swing is 3.8 V. However, when VCCIO is 3.3 V, the voltage swing will be 3.3 V, regardless of whether you are using a 3.3-V or 5.0-V device. One exception is the EPF8282A, which has a voltage swing of 5.0 V when VCCIO is 5.0 V. This occurs because the EPF8282A has CMOS outputs, which drive to VCC.
