Why does the Arria V or Cyclone V hard memory controller with weight setting of 0 cause a bad round robin arbitration on MPFE ports?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description Arria® V and Cyclone® V hard memory controllers with weight setting of 0 may cause bad round robin arbitration on Multi Port Front End (MPFE) ports. Certain MPFE ports transaction may get stalled if user is sending simultaneous transaction to all the MPFE ports together. The result could be a transaction only occurs on certain MPFE ports while the rest of MPFE ports may get zero transaction.
Resolution The workaround is to use a value other than 0 for the MPFE weight setting. For example, replace the MPFE weight setting to a value of 1 for all used MPFE ports if you require equal priority transactions.
