BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description Due to a problem in the Quartus® II Software version 13.0 SP1 and earlier, you may see this error when compiling a design using the Partial Reconfiguration (PR) or Configuration via Protocol (CvP) features. The problem occurs if the SignalTap™ II Logic Analyzer is used in the static portion of the design and the static region placement is being preserved using a top level persona file.
Resolution

To avoid this error, remove the SignalTap II Logic Analyzer from the static portion of the design.

This problem is scheduled to be fixed in a future release of the Quartus II software.
