No. Starting from Quartus® Prime software version 16.0, sharing RZQ pins in an Arria® 10 device between multiple external memory interfaces will cause a fitter error of type:
Error (18656): RZQ pin "<oct_rzqin_signal>" connects to multiple OCT blocks in user-mode. Merging user-mode OCT is not supported.
In earlier Quartus software versions, the fitter supported RZQ sharing.

The recommended placement for the RZQ pin is in the address/command I/O bank because this minimizes local variations in the OCT calibration.
