    Description Due to a problem in the Quartus® Prime 15.1 software, you may see this error in Arria® 10 devices when you have empty fixed sized floating LogicLock regions.
    Resolution To work around this problem, declare the empty partitions as fixed sized fixed LogicLock regions.
    This problem is scheduled to be fixed in a future version of the Quartus Prime software.
