No. SameFrame pin-outs are not supported by APEX 20KE, APEX 20KC, APEX II, or Mercury devices. This is due partly to the more complex circuitry needed to support different I/O standards. For example, LVDS receiver and transmitter blocks are placed on the two edge columns on each side of the package. Thus, pad locations for these pins are different for different size ball-grid-array (BGA) packages.
However, APEX 20K devices (EP20K100, EP20K200, and EP20K400) do support SameFrame migration. Please see the APEX 20K Programmable Logic Device Family Data Sheet for more details.
