Does PCS support auto-nego for PHY mode?

Environment

    Quartus® II Subscription Edition

Description

In order for 2 TSE Autonegotiation in SGMII mode, one must be configured in MAC mode while another must be configured in PHY mode. This is requirement. Our current TSE can only be configured  in MAC mode. The TSE AN in PHY mode feature will be published in 12.1.
