Since I am only using the Stratix II GX RX portion in my transceiver design, do I need to connect the VCCH power pins for the TX buffers?

Description

Yes, you must connect all Stratix® II GX transceiver power pins, regardless of transceiver functionality. You do not need to make separate power planes for these VCCH pins. Since these power pins will not be supporting any dynamic currents, power plane decoupling capacitors are not necessary. 

In order to save the recommended separate power supply for VCCH, you can tie VCCH pins to VCCR (1.2V) power supply.
