Yes, the ARM 922T core in Altera's ARM-Based Excalibur devices is fully static. Therefore, you can stop the clocks running within the core for an indefinite period of time without losing the state of the processor.
However, if you will be driving the ARM stripe with an ARM-Based Excalibur PLL, note that the PLL has a required lock time as specified in AN115.
