Why do I get a plug-in error with com.altera.sbtgui.launch when trying to debug my board with the Nios II SBT?

Description

An issue has been identified where the user can get the following error when attempting to debug on hardware using the Nios® II Software Build Tools for Eclipse version 11.0sp1:

Plug-in com.altera.sbtgui.launch was unable to load class com.altera.sbtgui.launch.hardware.ui.Nios2HardwareLaunchConfigurationTabGroup.

An error occurred while automatically activating bundle com.altera.sbtgui.launch (249).

This issue has been seen when the user does not have their programming cable and board connected and powered when launching the Eclipse tool.  Note that this is also an issue when connected to cables on remote servers that are not connected to powered boards.  To work around this issue, ensure that all local and remote cables are connected to powered boards before launching Eclipse.

This issue will be fixed in a future release of the Nios II Software Build Tools for Eclipse.
