When creating ALTQPRAM in the Quartus II software version 2.0 and lower, why is the option for "Implement with logic cells only even if the device contains ESBs" on page 9 of the MegaWizard Plug-In Manager always grayed out?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description The Quartus® II software version 2.0 and lower does not support this option for APEX™ II or Mercury™ devices.

This, however, is not the case for simple dual-port, single-port, or 3-port RAMs, all of which have Logic element (LE) implementation options.
