How does register packing work when a 7-input function is implemented within one ALM in my Stratix® II device?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description If the 7-input function is not registered and the output of the function feeds to the top set of outputs within the ALM, the eighth input is available to feed to the data port of reg0. However, if the 7-input function is registered, the eighth input cannot be used for register packing. This is due to the routing within the ALM. The eighth input does not have a path to feed to reg1.

If the output of the 7-input function drives to the bottom set of outputs within the ALM, reg1 is available for register packing via the unused eighth input to the ALM.
