Why can't I launch Qsys or the IP Parameter Editor?

Environment

    Quartus® II Subscription Edition
BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description In the Quartus® II software version 14.0 and later, you may see that Qsys or the IP Parameter Editor fails to launch due to a lack of memory. The Java Virtual Machine needs a contiguous block of memory in order to startup.
Resolution To work around this, go to Assignments > Settings > IP Settings > Maximum Qsys memory usage and change it to a lower value.
