Due to a problem in the Intel® Arria® 10 UHD Video Reference Design version 1.3, you may see this problem.

Resolution

To work around this problem, download the Intel® Arria® 10 UHD Video Reference Design version 3.0 and build the design using the Intel® Quartus® Prime Pro Edition software version 18.1
