How do I launch Transceiver Toolkit without launching the Quartus II software first?

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description You can not launch Transceiver Toolkit as a standalone application. Transceiver Toolkit can only be launched from the Quartus II® software GUI.
