Why does Cyclone IV GX device EP4CGX30F484 does not support various protocols listed in the device handbook?

BUILT IN - ARTICLE INTRO SECOND COMPONENT

Description

Cyclone® IV GX device EP4CGX30F484 does not support various protocols due to a bug in Quartus® II software version 10.0 SP1 and earlier. This issue is fixed in Quartus II 10.1 software. You can upgrade to Quartus II version 10.1, if you need to use this device with previously not supported protocol.
