Why does the PCIe Hard IP core get stuck in DETECT.QUIET state with Quartus II software version 13.0SP1?

    Description With Quartus® II software version 13.0SP1, the LTSSM for the PCIe® Hard IP for the Arria® V GZ and Stratix® V device family may occasionally get stuck in the DETECT.QUIET state (ltssmstate[4:0]= 5'b00000).  In failing cases, the parallel clock (PCLK) from the transceiver becomes nonresponsive (not toggling).
    Resolution To work around this issue, use Quartus II software version 13.0. This issue is planned to be fixed in a future version of the Quartus II software.
