Critical Issue
Description
On the Configuration page of the Device and Pin Options dialog box, the Enable input tri-state on active configuration pins in user mode option is not enabled properly. This applies to Cyclone IV GX, Cyclone III, and Cyclone III LS.
Resolution
To enable input tri-state on active configuration pins, use
the following assignment in the Quartus Settings File (.qsf):set_global_assignment
-name TRI_STATE_SPI_PINS ON.
