Are RUP and RDN pins required to turn on the on-chip differential termination resistor (OCT Rd) for a differential input with the LVDS I/O standard?

No, the RUP and RDN pins are not required to turn on OCT Rd for a differential input with the LVDS I/O standard. RUP and RDN pins are required only if series OCT with calibration, parallel OCT with calibration, or dynamic OCT are used.
