BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description Due to a problem in the Quartus® II software version 13.0 SP1 and earlier, you may see this error if your design has a pin that is diven by a tri-state signal and is also driven by a constant.
Resolution

To work around this problem, do not drive a pin with two signals.

This problem is scheduled to generate an error message in a future release of the Quartus II software.
