Why does Chip Planner crash after only running the Analysis and Elaboration stage?

Environment

    Intel® Quartus® Prime Pro Edition
BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description

Due to a problem in the Quartus® Prime Pro Edition software version 18.1 and earlier, you may see this behavior or the following fatal error in the Chip Planner.

***Fatal Error: Access Violation at 00007FFB48FDBE10

Resolution

To work around the problem, run Analysis and Synthesis before opening Chip Planner.

This problem is fixed starting with the Quartus® Prime Pro Edition Software version 19.1.
