No, all transceivers placed on the same side of an Arria® 10 device must have identical VCCR_GXB and VCCT_GXB voltages.
Failure to meet this requirement for devices that only have transceivers on one side of the device may result in an EPE error message similar to the one below.
"ERROR: Design requires 5 6-channel HSSI banks, but currently selected device has only 4 6-channel HSSI banks available. Leakage calculations will assume that 4 6-channel HSSI banks are powered."

In the case above, a four transceiver block device with transceivers only on one side was chosen in the EPE. Eight transceivers with a voltage requirement of 1.03 V, and 14 transceivers with a voltage requirement of 0.95 V were implemented.
Eight transceivers span two transceiver blocks, and 14 transceivers span three transceiver blocks. As you cannot mix VCCR_GXB and VCCT_GXB voltages on the same side of a device, the EPE assumes you need five transceiver blocks which exceeds the device resources.
To correct this error, you must change the voltage of the fourteen 0.95 V transceivers to 1.03 V.
Note: You must power all transceivers that share a voltage at the highest required voltage.
