Why can't I select the ALTPLL Megafunction when targetting Stratix V devices in the Quartus II software?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description The ALTPLL megafunction is not compatible with the Stratix® V device family. You must use the Altera_PLL megafunction when targeting this device family in the Quartus® II software.
