Due to a problem with the Quartus® Prime Edition Software version 19.1 and earlier, a Global Signal CLKCTRL location assignment may be ignored with no warning message when you use it to assign a clock to a specific periphery clock network.
To work around this problem, you should use a location assignment rather than a Global Signal CLKCTRL location assignment.
For example, in the Intel® Quartus® settings file (.qsf), use the following assignment:
set_location_assignment CLKCTRL_X0_Y74_N127 -to <clkctrl_instance_name>
