Is there any known issue with Cyclone III LS VCCBAT?

Description

Yes, Cyclone® III LS device VCCBAT experiences higher current draw at higher voltage.  Recommended VCCBAT value for Cyclone III LS devices is VCCBAT at 1.2V ± 10%. With VCCBAT at 1.2V, the worst case ICCBAT is 330nA at 85C when VCCINT is off.
