Can PHYLite I/O pins be split between multiple Arria 10 I/O columns?

Description

No, a PHYLite instance must be placed in the same I/O column.
For example, you can't place a PHYLite instance into I/O Banks 2J and 3C in Arria® 10 GX 480.
