Is it possible to use a very low frequency, variable frequency or intermittent clock for DCLK with EPCS or EPCQ configuration devices?

Description

Since there is no minimum DCLK frequency specification for EPCS and EPCQ configuration devices, it is possible to use a very low frequency clock, an intermittent clock, or a clock whose frequency varies for DCLK provided other EPCS or EPCQ device timing parameters are not violated. 

The only exception is when using EPCS128 devices manufactured before 2012, with a 65nm fabrication code.  For further details on this, see the related solution.
