No, you cannot use reference clock REFCLK_FGT[L, R]_Q[2,3]_CH[8,9] on the Intel Agilex® 7 FPGA F-Tile FGT devices when using the Intel® Quartus® Prime Pro Edition Software version 21.2.
Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 21.2, the Intel Agilex® 7 FPGA F-Tile FGT local reference clocks REFCLK_FGT[L, R]_Q[2,3]_CH[8,9] for Quad 2 and Quad 3 must not be used in designs because they might cause device damage.
Resolution
To work around this problem, use any other reference clocks connected to FGT Quad 3 and FGT Quad 2.
You can use reference REFCLK_FGT[L,R]_Q[2,3]_RX_CH[2,3,4,5,6,7].
This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software version 21.3.
