Why do I get fitter error message when selecting HDMI protocol option in the L-Tile and H-Tile fPLL Intel® Stratix® 10 FPGA IP?

Due to a problem in the Intel® Quartus® Prime Pro Edition software versions 19.1, 18.2, 18.1.1 and 18.1, when using the HDMI protocol option for fPLL IP, users will see the following fitter error message:

Error(15653): The Fitter cannot find a legal configuration for the following atoms. Update any outdated transceiver PHY IP cores, correct any illegal pin assignments, and then recompile your design.

Error(15744): In atom 'u0|xcvr_fpll_s10_htile_0|fpll_inst'

Error(15744): The settings must match one or more of these conditions: 

Error(15744): ( primary_use != TX ) OR ( side == LEFT ) OR ( f_min_pfd == 50000000 )

Error(15744): But the following assignments violate the above conditions: 

Error(15744): side = SIDE_OFF

Error(15744): f_min_pfd = 25000000

Error(15744): primary_use = TX

The HDMI protocol option is not supported for the Intel® Quartus® Prime Pro Edition software versions 19.1, 18.2, 18.1.1 and 18.1. 

This problem is fixed in Intel® Quartus® Prime Pro Edition software version 19.2. For Intel® Quartus® Prime Pro versions prior to 19.2, use Basic protocol mode.
