Why can't the PCI Express BAR be initialized when the BAR size is more than 2G Byte?

Description

In 32-bit OS such as Windows XP, the total memory range is 4G Byte. If the BAR size of PCIe® SIP or HIP is too big, the BIOS can't allocate enough memory space for the PCIe BAR. So the PCIe BAR can't be initialized. In this case, you can't see the BAR information using Windriver software. To solve this issue, please change the BAR size to 1G Byte or smaller.
