Is the EPCQ-A configuration family device supported in any of the legacy Quartus II software version?

Yes, a patch installation is required in order to enable the EPCQ-A configuration family device support in legacy Quartus II software version.

Resolution

You can refer under the Software Download tab in the Configuration Devices page to check the supported legacy Quartus II version and download the patch installer.
