Why does the Quartus II software report a non-zero value of the IOE delay chain when using a dynamic IOE delay?

    Description

    As stated in the I/O Buffer (ALTIOBUF) Megafunction User Guide (PDF), if D1, D5 and D6 are set dynamically using the megafunction, on power up, the intial value is '0'. You can change the value dynamically to suit your design needs.

    However, the Quartus® II software Compilation Report => Fitter => Resource Section => Delay Chain Summary report will show a non-zero value for the delay. This is for timing analysis purposes only. The value in hardware will still set to '0' by default upon device power up.

    Resolution This is fixed in the Quartus II software version 10.1.
