Error "Flash Loader IP not loaded on device 1"

    Intel® Quartus® Prime Pro Edition
    Serial Flash Controller Intel® FPGA IP
BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description

You may see this error in Quartus® Prime Pro version 16.1.2 or earlier when programming an EPCQ-L device when you have the Serial Flash Loader IP (SFL) instantiated in your Arria® 10 design.

Resolution

This issue is fixed in Quartus Prime Pro software version 17.0
