Yes. For Intel® Arria® 10 and Intel® Cyclone® 10 GX devices, it is recommended to always ramp up VCC, VCCP before VCCERAM, VCCR_GXB and VCCT_GXB. This recommendation will be added into the future release of AN 692: Power Sequencing Considerations for Intel Cyclone 10 GX, Intel Arria 10 and Intel Stratix 10 Devices.
