No, Altera does not offer a spcecification for resistance from VCC to GND or for regular IO pins to ground.
If you look at the IV curve of a given pin to ground, it is the curve of a diode. The resistance value is the slope of an IV curve and it depends upon what voltage turns it on at and the slope of that curve. There is inherent variability in the diode curve. When we test a device in production, we look at continuity, measuring the IV curve usually at just two points and this is to verify that we have a connection to the socket.
