Why does Quartus II Programmer prompt the error message "Can't recognize silicon ID" when programming an EPCS/EPCQ serial flash device with a .jic file using the USB-Blaster II download cable?

Description

When programming an EPCS/EPCQ device with a .jic file using the USB-Blaster II download cable in Quartus® II Programmer, you may see this error message after the Serial Flash Loader (SFL) image is successfully loaded into the FPGA. This might due to a limitation with the board not being able to operate the JTAG chain at high frequencies.

Resolution

Check the TCK frequency setting of the USB-Blaster II download cable. By default, the frequency for the USB-Blaster II download cable is 24MHz. Slowing down the TCK may fix this problem.
