Why does Partial Reconfiguration fail on some Arria 10 devices ?

Due to a problem in the Intel® Quartus® Prime software version 17.1, rbf files generated for partial reconfiguration can't reprogram low density Arria® 10 devices (160k, 220k LEs).

The partial reconfiguration initiated via JTAG finish with timeout error.

The partial reconfiguration initiated from HPS host in SoC device hang and board must be power cycled to recover.

This partial reconfiguration programming files problem only affect devices with 220k and 160k LEs density.

This problem is scheduled to be fixed in a future release of the Quartus Prime software.
