Why is the Intel® Stratix® 10 MX and Intel® Stratix® 10 TX device internal Temperature Sensing Diode (TSD) read out always stuck at +25 degrees Celsius?

Due to a problem in Intel® Quartus® Prime Pro Edition version 18.1 and later, the internal TSD read out from Intel® Stratix® 10 MX and TX devices is always stuck at +25 degC. This only impacts the following production device variants:

Intel® Stratix® 10 MX 1650

Intel® Stratix® 10 MX 2100

Intel® Stratix® 10 TX 1650

Intel® Stratix® 10 TX 2100
