Yes. Stratix® 10 Serial Flash Mailbox Client Intel® FPGA IP Core User Guide version 2019.05.17 and earlier say “The Stratix 10 Serial Flash Mailbox Client Intel FPGA IP core provides access to the low-voltage quad-serial configuration (EPCQ-L) device via Intel Stratix 10 devices.” But the IP core also provides access to the configuration devices supported by Intel Stratix 10 devices.

Note that although there are 4 chip select pins (nCSO[3:0]) available in Intel Stratix 10 devices, the IP core allows to access the configuration device from FPGA core via only nCSO[0] pin. The others nCSO[3:1] support for HPS access.
