ID:15863 I/O flipflop primitive "<name>" must have power_up set to low if <name> port is used

CAUSE: The specified WYSIWYG flipflop primitive uses its clrn port, but its power_up setting is set to high. Either clrn port must be disconnected or the power_up setting must be changed to low.
