ID:14148 PLL "<name>" cannot be in <mode> because SCAN_CHAIN parameter is set to SHORT

CAUSE: The specified PLL is external feedback mode (that is, the OPERATION_MODE parameter is set to EXTERNAL_FEEDBACK; however, the specified mode cannot be implemented because the SCAN_CHAIN parameter is set to SHORT. External feedback mode is not supported for PLLs with short scan chains, because a PLL in external feedback mode requires an fbin port and e n (e0–e3) counters, but a PLL with a short scan chain must be placed in an enhanced PLL location that does not have an fbin port and e n counters. This problem usually occurs when you instantiate a megafunction directly in a text file rather than using the MegaWizard Plug-In Manager .

ACTION: Locate the source of the message to determine which megafunction parameter is causing the error and specify a legal mode for the PLL, set the SCAN_CHAIN parameter to LONG, or remove the SCAN_CHAIN parameter. To avoid receiving this message in the future, Intel recommends using the MegaWizard Plug-In Manager command to specify legal parameter values for megafunctions.
