CAUSE: A partial reconfiguration partition with global signals feeding one or more of its input ports requires each global signal to be routed to every location in its assigned region. One or more such areas have too many global signals. The list of areas is given as sub-messages.

ACTION: Modify your partitions to reduce the number of global signals required. Alternatively, modify your floorplan so that two nearby partial reconfiguration regions do not overlap the same clock region.
