ID:15903 PLL "<name>" has parameter <name> set to <name>, but <name> port is disconnected or stuck at VCC/GND

CAUSE: The specified PLL is using the clkswitch port in manual switchover mode, but the clkswitch port is not connected or is stuck at a constant V_CC or GND. As a result, switching between the input clocks will not be possible.

ACTION: Connect the clkswitch port or do not use manual switchover.
