CAUSE: You specified the internal parameters for the specified PLL; however, you specified a minimum frequency range that is greater than the maximum frequency range. When the PLL has a minimum frequency range that is greater than the maximum frequency range, the PLL cannot lock. This message can occur when you instantiate or edit a megafunction directly in a text file rather than using the MegaWizard Plug-In Manager .

ACTION: To avoid receiving this message in the future, Intel recommends using the MegaWizard Plug-In Manager to create and edit Intel-provided megafunctions rather than editing megafunction files manually.
