CAUSE: The Fitter did not satisfy the specified LAB legality constraint. Some LEs have to be placed in the same LAB due to the use of a carry or cascade chain, or due to location, Logic Lock, or LAB clique constraints. The LEs which have to go in the same LAB cannot be legally placed in a single LAB because they consume more resources than are available in the LAB.

ACTION: If the offending LEs are part of a carry or cascade chain, change your circuit so that the chain does not force the creation of LABs which require more resources than are legal in a single LAB. This may involve splitting a carry or cascade chain into two or more pieces, or reducing the number of distinct input signals or control signals used by the chain. If the offending LEs must go in the same LAB due to location, Logic Lock, or LAB clique constraints, remove or modify those constraints so no illegal LABs have to be created.
